The Baltimore City Department of Planning welcomes community partners and agencies to submit funding requests for Pimlico Local Impact Aid, also known as “slots funding” or “casino revenue.” Pimlico Local Impact Aid can be used for a wide variety of community development projects in the area around Pimlico Racetrack, including infrastructure improvements; facilities; public safety; sanitation; economic and community development, including housing; and other public services and improvements.
The Pimlico Community Development Authority advises the Mayor on priorities and the final funding decisions are part of the City budget approval by the Mayor and City Council.
Public Review Period: December 1-January 15
The Preliminary Draft FY27 Pimlico Local Impact Aid Spending Plan was published on December 1, 2025 to start the legislatively mandated 45-day review period. The Preliminary Draft Plan was created by the PCDA and Department of Planning with input gathered through two surveys to the PCDA, a full day project review meeting where applicants could respond to questions and comments, and technical review. State law requires recipients of NW Neighborhood Grants and allocations in the Local Impact Aid Spending Plan to track and report their spending and project progress on a quarterly basis. Grantees must complete a report form for every Local Impact Aid-funded project for which their organization or agency currently has active funding. Active funding means that a grantee has not yet submitted a final report accounting for how the totality of funding has been spent, and that the City has not yet confirmed that the project is closed. You can submit your quarterly reports here.
Quarterly Reports are due the first Monday after the fifth of the month, at the start of each new quarter. See below for a list of upcoming deadlines for the FY26 reporting period. Email pcda@baltimorecity.gov with any questions.

Northwest Neighborhood Grants Program applications are now open! Eligible organizations are invited to apply for funding to support community-led projects, including operating funds or physical improvements. Congratulations to this year's recipients!
The Northwest Neighborhood Grants Program is made possible by the City of Baltimore using Pimlico Local Impact Aid. Grants are available for a wide. Only in 2025, the grant program is available to projects in both the Park Heights Master Plan Area & the One Mile Radius (see interactive map linked here). Funding between $500 up to $25,000 to support projects that create meaningful & measurable change. More information on eligibility guidelines can be found here.
The Baltimore City Department of Planning (DOP), with the advice of the Pimlico Community Development Authority (PCDA), has awarded 12 Northwest Neighborhood Grants for the 2023-2024 grant cycle. This community-driven grant program provides funding of between $500 up to $30,000 to support meaningful and measurable changes for residents of the Liberty-Wabash, Northwest Community Planning Forum, and the Coldspring-Newtown areas. In 2024-2025, the Department of Planning and PCDA look forward to expanding the Northwest Neighborhood Grants into the Park Heights Master Plan Area.
The program is made possible by Pimlico Local Impact Aid, the State revenue generated by video lottery terminal funds and annually allocated by State statute for community development in neighborhoods near Pimlico Racecourse.
