Updating Baltimore's Comprehensive Plan

Baltimore’s Department of Planning has led a public process to develop a new Comprehensive Plan, Our Baltimore.

The state of Maryland requires a Comprehensive Plan update, in response to the 2020 Census. Our Baltimore will guide equitable neighborhood development over the next ten years.

Previous Master Plan (2006)

In 2006, The Department of Planning developed a new Comprehensive Master Plan for Baltimore City to direct economic growth and quality of life initiatives for the next 10 years. 

The Department of Planning used a business plan strategy to lead investment, policy, and programming outcomes in the Master Plan.
